J-1 Sponsorship

The J-1 Exchange Visitor Program operates under the auspices of the U.S. Department of State (DOS) Bureau of Educational and Cultural Affairs and is carried out pursuant to the Mutual Educational and Cultural Exchange Act of 1961. The purpose of the Exchange Visitor Program is to enhance understanding between the peoples of the United States and other countries through educational and cultural exchanges. All activities that fall under the Exchange Visitor Program must address that purpose and comply with Exchange Visitor Program regulations of the DOS.

Rutgers is authorized to use four different J-1 categories.

The DOS designates a Responsible Officer (RO) and several Alternate Responsible Officers (AROs) for each institutional-based program it authorizes. The designated RO and AROs for the New Brunswick/Piscataway and Camden J-1 program are members of the staff of the Center for Global Services. (The Newark campus of Rutgers has its own J-1 program and its own RO and AROs in the Newark Office of International Students and Scholar Services.)

Effective January 22, 2013, the DS-2019 (Certificate of Eligibility for J-1 Status) request process is online. Hiring units were asked to provide certain information about individuals making requests in the program.
