J-1 Sponsorship

The J-1 Exchange Visitor Program operates under the auspices of the U.S. Department of State (DOS) Bureau of Educational and Cultural Affairs and is carried out pursuant to the Mutual Educational and Cultural Exchange Act of 1961. The purpose of the Exchange Visitor Program is to enhance understanding between the peoples of the United States and other countries through educational and cultural exchanges. All activities that fall under the Exchange Visitor Program must address that purpose and comply with Exchange Visitor Program regulations of the DOS.

Rutgers is authorized to use four different J-1 categories.

The DOS designates a Responsible Officer (RO) and several Alternate Responsible Officers (AROs) for each institutional-based program it authorizes. The designated RO and AROs for the New Brunswick/Piscataway and Camden J-1 program are members of the staff of the Center for International Faculty and Student Services (CIFSS). (The Newark campus of Rutgers has its own J-1 program and its own RO and AROs in the Newark Office of International Students and Scholar Services.)

To prepare a request for a DS-2019 for a visiting professor, research scholar, short term scholar, or "special visiting student" (one who will not register for academic credits at Rutgers), the host department will need all of the following files (with the exception of the RCPID Request in those cases where the host department already knows the visitor's RCPID):
